PROFESSIONAL PROFILE & UN CANDIDACY STATEMENT A French-American professional with a dual-culture, combining technical expertise in mathematical engineering with 28 years (1998–2026) of practice in complex legal procedures. As a candidate for UN Secretary-General, I advocate for a global reform platform focused on:
Digital Governance & AI: Establishing an international organization dedicated to Internet and AI (Artificial Intelligence) governance, the development of global network and computer applications, and the management of UN data centers.
Global Funding: Development and implementation of a new domain name pricing system to generate approximately $30 billion dollars in revenue for the UN (about 9 times the current UN budget, without the participation of the UN Members States), finance international development and the reduction of the digital divide, improve the information system, the functioning and the security of the Internet, and support the activities of various UN agencies.
Justice & Social Welfare: Development and implementation of an AI-driven global Legal Aid system and of an AI-driven global retirement system.
Security & Sustainability: Establishing an international organization dedicated to the modernization of armies, the disarmament, the maintenance of peace and international security (...), while developing a viable economic alternative to market capitalism. LEGAL EXPERIENCE & ADVOCACY (1998 – 2026)
United States: Mastery of administrative and civil procedures in State (California) and Federal courts, including Courts of Appeals (State and Federal, 9th Circuit) and the Supreme Courts of California and the United States.
France: Extensive practice in administrative law (Administrative court, Administrative court of appeal, Conseil d’État, France’s highest administrative court), criminal law (Investigative judge, Investigative Chamber, Court of Cassation), and constitutional law (QPC before the Constitutional Council).
International Bodies: Filed petitions and complaints before the ECHR, the UN High Commissioner for Human Rights (OHCHR), and the International Criminal Court (ICC).
Specialization: Critical analysis and reform proposals for legal aid systems worldwide.
TECHNICAL & MANAGERIAL FOUNDATION
Independent Consultant (1996 – 2001): Designed an IT project to improve the integration and transfer of statistical data at the global level (European INCO-Copernicus program); analyzed and solved contribution problems in the newsroom at Dow Jones Telerate France, Paris (1996).
Systems Analyst (Reuters AG, Munich) (1994 – 1996): Contributed to the development of RIDS (trading system) and Kougar (cross rate calculator).
Project leader (Departmental Council of Essonne, Évry) (1991-1993): Coordination of several IT projects, drafting of technical specifications, development of computer applications and user training.
IT Department Manager (Schwarzkopf) (1989 – 1991): Managed department operations, migration to IBM AS 400 system, participation in the design of the international marketing data model in Hamburg, and participation in meetings of IT managers of European subsidiaries.
